The Educator Certification System (ECS) replaced CERTS and OTIS on September 5, 2006.
ECS is based on a Wizard which takes you step-by-step the the process you need to complete and register your certificate.

Using ECS
1. On the web go to http://www.isbe.net/ecs
2. Click on " Click here to access ECS"
3. To Log In
- Use your OTIS or CeRTS login and password or if that does not work "Create New Account" button.
- If you cannot get in to the system, please contact ISBE or the ROE to get in to your account.
If this is your FIRST TIME using ECS:
1. You will need to choose a "secret question" and give an answer for that
2. You will need to review and update your Personal Information and your Educator Profile
Administrator (Type 75) Certificate Renewal Procedures
Effective June 30, 2004, Public Act 093-0679 changed the administrative certificate renewal
requirements for Illinois public school administrators who hold positions that require administrative
certification. There are no administrative certificate renewal requirements for non-public school
administrators in Illinois.
Public school administrators are required to:
- Complete professional development activities
- Keep evidence that activities were completed for audit purposes
- Complete one Academy course each year of the 5 year cycle,*
- Complete a total of at least 100 professional development activity hours over the 5 year cycle;
consisting of at least 5 different activities*
- Complete, if required, the "Introduction to Evaluation of Certified Staff" course.
This course is above and beyond the 20 hours/1 course per year requirement.
- Enter professional development activities on ECS under Professional Development, Activities.
- Complete a Statement of Assurance on ECS, under Professional Development, Statement of Assurance,
certifying the appropriate amount of continuing professional development activities and Administrators'
Academies were completed
- Submit the Statement of Assurance form electronically through ECS, to the Regional Superintendent of
Schools, and supply evidence that activities were completed if chosen for audit.
- Complete your renewal after approval on ECS under Register Certificates.
The entire certificate renewal process for administrators must be conducted electronically on
ECS (Educator Certification System. ECS is available on-line at www.isbe.net/ecs.
All public school administrators, who have not already done so, must create a profile on ECS
and use the electronic system to:
1) maintain documentation
2) verify completion
3) submit a Statement of Assurance indicating completion of the renewal requirements.
Academy courses are added to your ECS account by the Regional Office of Education in which you took
the academy. You enter the additional activities under "Professional Development Activities." Do not enter
Academies. The Academies do not count as part of your professional development hours.
In the year when your certificate is up for renewal, submit your Statement of Assurance in enough time for
the Regional Superintendent to verify and forward to the State Superintendent so that you can complete
the renewal of your certificate by June 30. Certificates are no longer stamped with validity dates.
Check validity dates on ECS at www.isbe.net/ECS.
Please note that these requirements became effective on July 1, 2003. For the professional development
activity hours, 2007 renewals will require 4 required academies, one in 2003-04, one in 2004-05, one in
2005-06 and one in 2006-07. They will also need 80 professional development activities, in at least 4
activities. The activities can be of different types or any combination of types and can have taken place
any time during the validity cycle.
If you were employed as a teacher for part of the cycle and as an administrator for part of cycle , you must
fulfill partial requirements in ECS for both types of certificates: Teacher AND Administrator
Continuing Professional Development Activities
Continuing professional development activities that administrators may utilize to fulfill the 100 hours of
professional development must represent obvious professional learning experiences and may include:
- Completion of college/university courses
- Participation in state and national conferences of professional organizations or in workshops, seminars,
symposia, or other similar training events
- Teaching college/university courses or making presentations at conferences, workshops, seminars,
symposia, or other similar training events
- Providing formal mentoring to one or more other administrators
- Reading books or journals
- Independent study
- Other activities related to the Illinois Professional School Leader Standards and other applicable standards
such as developing or revising school programs, participating in Administrators' Academy courses, research,
and other similar projects.
- Activity hours cannot include meetings or other job-related duties such as running committees in the district.
